About the Founder

Jack Fowler

As a law enforcement professional, I aim to transform the perception and culture within our agencies. Traditionally, many officers, myself included, were conditioned to view our employment as a privilege rather than a mutually beneficial professional relationship. The events of 2020 marked a watershed moment in law enforcement, exposing how years of organizational challenges and adversarial public relations have led many qualified officers to reconsider their careers.

Currently, law enforcement faces a critical staffing crisis. My mission is to improve recruitment practices while promoting departmental accountability. The declining retention rates in law enforcement aren’t due to a shortage of courageous individuals or a lack of interest in public service. Rather, I believe this crisis stems from longstanding leadership practices that have tarnished the profession’s reputation.

Our communities desperately need dedicated law enforcement officers. However, the incoming generation of potential recruits demands transparency and authentic leadership. The outdated notion that officers should feel privileged merely to serve is no longer sustainable.

I propose implementing a comprehensive evaluation system where current and former officers can assess their departments. This approach would serve two purposes: highlighting exemplary agencies to attract talent while providing constructive feedback to departments needing improvement. Just as we hold individual officers accountable for maintaining professional standards, we must apply the same scrutiny to our organizational cultures and working environments.

Through these reforms, we can create positive change that benefits both law enforcement professionals and the communities we serve.
